Past NICA director, Frank Parnell, is responsible for the formation of WIN. The ladies of NICA play an integral part in the success of this organization.

Our ladies could never be referred to as auxiliary as they are full-fledged voting members. However, I believe we sometimes fail to send the entire team, and often leave half our team sitting on the bench.

When called upon, our ladies never fail us. It is with this in mind that I proposed WIN as a standing committee comprised of female NICA members only.

I further proposed no dues or initiation fee for membership as they are already paid NICA members, stated Parnell.
